Apart from Melee Training [Dexterity] and Baubu Gauntlets is there any good ways to get decent MBA on a Halfling Rogue?
Start with a decent strength score. Rogue weapon talent and +3 weapons along with an absolute need for CA makes you one of the more acurate strikers so a tiny decrease in your starting stats wont absolutely kill you. Depending on your need for the MBA just bump STR/DEX at every opportunity. I really love the 17(STR)/15(+2DEX)/13(+2CHA) stat array for these types of moments.
Putting your highest stat into Str on a Halfling Rogue is laughably bad.
As Backmask said or if you realize that Melee Training and a 17 in strength will get you around the same damage out put and not put you down a feat and you may not have access to any and all magic items. Mine is available at first level.

This is just a horrible move even in the scenario that Backmask listed. You're at -2 to hit/-1 damage at 1st level compared to a typical 14 Str/20 Dex Rogue, have a 15 AC, bad surges, no high stat for born/auspicious to mean anything, and you don't get the secondary riposte if you miss in the first place.
If you put a 14 into Str, you have a +1 to hit from dagger, you get a CA feat for +2 additional, and you'll get sneak attack - this is not going to be that bad. At 11th, you get Deft Blade so as to be able to target Reflex with a BA and then you're at the baseline to hit anyway.

I will not, and can not, disagree with any point you make. I myself rarely, if ever, put a post racial 20 in any build no matter what but i see your point. Still, if not going for the 20 you could still flip my stats or go 16/16/13/11 or 16/16/12/12. I would assume they are looking to play a Brutal scoundrel and get the extra damage to SA along with the MBA granted extra attacks from a Leader or OAs thus my point of the extra strength. Going with the strengths of the race is probably a better route (DEX/CHA Halfling) but still not undoable just not the best choice.

Wow ezrider, you either never play a single stat class, or you never play one well, I cannot decide.
No i usually play defenders and primarily Fighters. I don't really get into most of the striker classes. Also i said rarely if ever. I did play two characters so far that had a post racial 20 and they were both ranged. An Archer Ranger and a Hunter. I built a Mage once but never got a chance to play it.

Is there a way to make a compendium search that will check for a monster power with both FEAR keyword and a SAVE ENDS ressult?
On a lark I made a Cormyrian halfling with the huge pluss to fear saves but a lot of the 500+ monsters had one FEAR keyword power and a different SAVE ENDS power.
The sea looks at the stabillity of the mountian and sighs. The mountian watches the freedom of the sea and cries.

Both of your implements must be usable with this power, and you must be capable of wielding both implements, to gain this benefit.

I believe that is true. But I'm also pretty sure that you could hold a fullblade in each hand and use it as an implement, as long as you don't try to use it for a weapon attack (you can do that with staffs for certain).
