Yes. The answer is: What does he want more - rider effects or Dual-Implement Spellcasting and a slight increase to initiative?
If the Rider effects are more important, then keep the high INT. If DIS is more important, then sacrifice some INT for some DEX to get it.
EDIT: Also, the poster said that he was looking at having high INT and CHA in the first place. Why else would he want high INT if the build doesn't rely on it?

I am building a lvl 7 Vampire and want to add some bonuses to his attack hit rolls. Are there any feats or magic items that give attack hit roll bonuses for vampire/shadow keyword/melee attacks other than the Ki Focus Expertise & magic item I have?
Like a melee version of Eagle Eye Goggles?

You'll struggle to get more than 3[level]+5[cha]+2[enh]+1[ki focus expertise]+1[accurate ki focus] = +12. Level +5 on an implement power is reasonable.
Of course as a vampire you ought to be charging, so that puts you up to +13 (level+6).

What's the best stat array for a CHA warlock?
putting 16s in CHA and INT for 18s post-racial gives me:
STR 10 CON 13 DEX 11 INT 16 WIS 8 CHA 16
but then I don't qualify for Dual Implement Spellcaster
Dropping INT a bit for more DEX gives:
STR 10 CON 13 DEX 13 INT 15 WIS 8 CHA 16
Is that optimal or is there a better solution?
12 Dex/12 Con/16 Int/16 Cha, you get +1 to all stats @11, which conviently is probably the first level DIS is actually worth it. Bear in mind your off-hand Implement will probably be behind by at least 1 enhance level, since you are keeping your Neck/Armor/Main Implement upgraded first and in Heroic your feats are pretty much all called for. You get six. Expertise, SIP, UA, Improved Def/Sup. Will is four. Add in a racial and a class feat (there is always one that is worth it) and... well, yeah.

I have some extra leeway with the feats because the DM is eliminating expertise and improved defenses and applying the bonuses for free.
I haven't decided between star or fey pact but definite heroic feats will be: Imperious Majesty, Warlock's Wrath, SIP, Superior Will, Arcane Initiate (or Improved Fate of the Void)

Next question: Does Eberron Shard of Lightning and/or Siberys Shard of the Mage work with a rod of the dragonborn if i got lightning breath? Or does it only work with lightning dagger?
Edit: And do those Shards stack in general?
Edit2: If i deal both, cold and necrotic damage, and i got Student of Moil, do i add +2 (+1frost +1necrotic) dmg per tier and attack? So, in general, do feat boni of different damage types stack?
No, you can't attach a Dragonshard to a Rod, only to weapons (and the properties require attacks with a Weapon anyway)
Normally Untyped bonuses stack, however Untyped bonuses from the same named game element don't stack, so Lightning and Mage would stack but Lightning and Lightning wouldn't. The only class that can stack Lightning and Mage with any reliability is the Hexblade though, as they are the only class that makes a single attack with two accessories.
And no, Feat bonuses to something don't stack with other Feat bonuses to the same thing.
@Darkknight799: Eldritch Strike never did Radiant Damage without using a Damage Conversion Weapon, or some sort of feat
As a Sorcerer for example:
1. Couldn't I use both of those shards boni with powers like Ensorcelled Blade, cause it's as well weapon AND a lightning attack, if i use a lightning dagger weapliment?
2. Or can you attach only a single shard per single weapon?
3. And how is it about those 2 shards with a more standard Sorcerer Power, like Explosive Pyre. Which of both Shards would give the damage bonus to that power, if used with a lightning weapliment?
4. If i use a lighning weapliment with Explosive Pyre for example , does it change the keywords from "arcane, fire, implement" to "arcane, fire, implement, lightning"? Or does lightning just replace all other elemental keywords, so it would be "arcane, lightning, implement"?

First, all of your questions are answered elsewhere or are directly in the rules for the things you're asking about, you are an insider so I know you can look them up, asking here is very very lazy.
1 shard per weapon.
Mage Shard: You gain a +N bonus to damage rolls with implement attacks that use the augmented weapon. Lightning Shard: You gain a +N bonus to damage rolls with lightning attacks that use the augmented weapon.
The Lightning Weapon replaces all other damage keywords, so it would only be Arcane Lightning Implement.

Any good, item-free ways, to add +dmg to Twin Strike rolls at level 1? Right now Berserker's Fury looks like the best option for +2 to every damage roll.
