If you are a monk or ossassin, you can use a weapon as implement. If you just multiclassed for ki focus, you are out of luck.

Any non-Epic feats that can improve a Shield Bonus, even if only to Reflex? Trying to optimize defenses on a Leader|Defender and right now Reflex is all that's lacking.

Rhythm Blade.

That's the only thing that I'm aware of which specifically improves, rather than grants, a shield bonus.

Not a feat, and I'm using a Rhythm Blade Spiked Shield as my off-hand, since it grants the same +2AC/Refl bonus, but with only Light Shield drawbacks.

As I say, I'm basically certain that there's not anything that increases your shield bonus other than Rhythm Blade.

Reflex is the best NAD to have be low, so...

I can think of one thing that improves your shield bonus, but it's not worth it: Snapping Tetsudo's level 11 feature.

Ubiquitous Sheild will help your Reflex (although admittedly in a roundabout way), but thats about the only shield related Reflex feat I can think of off the top of my head.

Question: Can staff implements have the "small" property so small characters can wield them as quarterstaffs?

No. You can use it as an Implement just by holding it though, so it is only if you want to use it as a weapon that you run into issues.
