It gets calculated basically the same as PCs, 1/2 level + Dexmod + X. Unfortunately there's not consistant value for monster Dex (There's a level 1 Brute with 18 Dex, and another with 7 Dex) It's probably safe to put non-Skirmish/Lurker Dex at an average of 14 and those guys average at 16, and everyone getting a +1 every 3 levels or so. On top of this, Lurkers get a +4 Initiative, Soldiers and Skirmishers get a +2 Initiative. Give a wiggle room of 2 up until Epic or dealing with multi-action Solo's

So your typical level 12 Soldier should have a +12. Checking the compendium, only 8 out of 50 varry by more than 2 (Behir just doesn't count) of which 3 simply didn't have the proper "soldiers get +2" and none were post July 2010 DMG Update; so I'm fairly confident that outside of Solos and Epic, the math works.

"You gain a second warlord Commanding Presence. You can apply only one Commanding Presence benefit for each action point spent."

RAZ (rules according to zathris): You can grant each benefit once per encounter, and clearly only one benefit can apply to a given AP.

In contrast with Zathris, I would say that you can grant Commanding Presence only once per encounter, and you have the choice of two different Commanding Presences because you have one rule that says "choice of two" and a second that says "only 1/encounter'.  Which I would combine to give you "choice of two, but only 1/encounter".

But yeah.  He's not outright wrong, I just disagree with him in a way that's equivalently supported.  Expect Table Variation, because there's no hard rules for this.

Confused about Stealth?  Think "invisibility" means "take the mini off the board to make people guess?"  You need to check out The Rules Of Hidden Club.

How do Dragonshards and Ki Foci interact?  Let's say I have a mundane weapon socketed with a shard of the fiery depth and use it to make a melee attack with a Blazing Arc Ki Focus.  Do I get the bonus fire damage from the shard in this case?

The power Shadow Strike says "If you are hidden when you attack, you can roll a stealth check to remain hidden after the attack".  Does that mean if my check succeeds, the enemy I attacked does not know who attacked it and where it was attacked from?

Q: can an assassin have both whirling kusari-gama and Assassin's Shroud?
Shouldn't he have Attack Finesse instead as a Class feature? Or is there a way to replace it in favour of A.Shroud?

How do you gain the ability to use Fey Step at-will? Seen it mentioned but I can't find the specific setup required anywhere.

The Fey Charge feat lets an Eladrin expend (Note this is expend, not use) their Fey Step to teleport as part of a charge, and if the charge hits they get their Fey Step use back.  So as long as you are accurate, you can use it every turn.

The "expend" distinction is important. You don't get the +2 AC/Ref from Cloak of Translocation, you don't get to make an extra MBA with Eladrin Swordmage Advance, you don't get to teleport your familiar with Fey Familiar or Redistribute Minions, you don't get to increase the distance you teleport with Twilight Phantom Step (etc.), you don't get to teleport allies with you with Fey Step Trailblazer, Planar Blurring, or Fey Tactics, so on and so forth.

But hey, I just found a way to get a 4th "use" of Fey Step per encounter out of reviewing the related feats, so thanks for adding Feral Fey Step to my list (the other 2 extra uses being Renewed by Blood and Ubiquitous Step)
