For that build, Mark of Storm plus either Polearm Momentum or Flail Expertise. Pretty sure you need MoS given your restrictions.
I am okay with you saying my argument is stupid, or commits the munchkin fallacy, or any other bad thing you want. Particularly if you give a reason/explanation for it.

However, I will ignore any post that calls me stupid, or a munchkin, or what have you. Not because it bothers me; I've just found that people only start name-calling when that's the best argument they have left.

Yeah, Mark of Storm + Flail Expertise + Lightning Weapon works as well.

I guess Im so used to Dragonmarks being not allowed that I don't even consider them anymore.  I'll try to fix that >.<

Hi, everyone.

I’m playing a warrior with Mark of Storm (if I hit an enemy with a lightning power I can slide him one square) and a Crown of the Brilliant Sun item (if I hit with a lightning power and deal damage, I can deal radiant damage instead). I also have a lightning weapon.

I think that if I attack an enemy with my lightning weapon and hit, I am meeting the requisite for both the Mark of Storm feat and the Crown of the Brilliant Sun property (I am certainly hitting with a lightning power and dealing damage), so I can both slide the enemy and deal radiant damage instead of lightning damage. I would say I can also apply the extra damage from an Eberron Shard of Lightning (bonus to damage with lightning attacks) because with my lightning weapon I am indeed making a lightning attack, even if once I hit I decide to turn all lightning damage into radiant damage.

Is my interpretation correct? If so, what about the Lightning Soul feat? Would its damage bonus also apply if I use the Crown of the Brilliant Sun to turn a lightning attack damage (which is lightning damage) into radiant damage?

Shard wouldn't work, you're not doing Lightning damage to add to. Though a Radiant shard would work, so just switch.

It is going to matter what the triggers are. If something is "you do lightning damage" then no, won't work. If the tirgger is "you hit with a Radiant power" no, won't work. You hit with a lightning power and then do radiant damage, losing the lightning keyword and gaining the radiant one after the hit. So anything that works on a hit has to be tied to lightning and anything that works on damage has to be tied to radiant.

Alcestis, thank you very much for your answer. So I guess if I use the Crown of the Brilliant Sun property to change lightning damage into radiant damage there is no problem with Mark of Storm (works on a lightning hit), but Lightning Soul wouldn't apply (works on lightning damage), right?

According to the compendium, Eberron Shard of Lightning works on "making damage with a lightning attack". Is that the same thing as "making lightning damage"? Initially, isn't an attack with a lightning weapon a lightning attack? Just asking, because as you said it's easy to just change the shard...

with Reaper's Axe, how many times can a shift+attack be made? is it once per turn or once per enemy reduced to 0?

If I have no Arcane Encounter attack powers with Arcane Reserves, but I have an arcane At-will power is that a permanent +2 to damage rolls of that power?  I assume that is the case, but wanted to check since it implies that I have to have had a power and expended it.

Removed from the game a couple months after its release. It's in Compendium and Character Builder because the people who run those are aweful at their job. Case in point, no one can log into insider to use the Compendium atm.

Really?!  I'll have to look into that, because at least one ranger in my LFR group is using one, and another is planning to pick one up.

Although, it would help if I mentioned that I meant Withering, and always get those two confused.

The one that applies a stacking -1 penalty to AC per hit (save ends) it the one I'm talking about.

It's available as a story award in DALE 2-4 iirc. however, since it's not a story award item, it doesn't get the special "LFR Created" exemption from needing to be in a rule book, it's basically just a dead link "Horray! You found an Item that doesn't exist! See if you can do it again!" or whatever that damn gnome says.

There's also a Fortitude version of the Withering Weapon - Desiccating Weapon.
