For the Ranger power Disrupting Strike, is it declared before or after the DM rolls the d20 for the attack?

For the Ranger power Disrupting Strike, is it declared before or after the DM rolls the d20 for the attack?
It triggers on the attack. So, before the roll is resolved and you know if the power hits or misses, in theory. The definition of "makes an attack" can be taken more than one way.
Some GMs will have no issue with letting you trigger it mid-attack (after you know if it's a hit), some may require you to trigger it immediately when the monster declares that it is going to attack.

Group is starting up a new campaign.
-We'll be starting in low-mid heroic. -We have four party members. -One member is set on playing a druid, but hasn't picked a specific build. -I would like to play a Warlord|Warlock, as a leadery striker with some enabling ability.
The other two members are completely undecided on what to play. My inclination would be to add a striker with a good basic, and a defender. Any of you have any suggestions?

All other things being equal? I would suggest a full Leader and a full Defender.
At that point, you've got a Controller, a Striker/Leader, a Leader, and a Defender.
If the Druid goes for the E-Druid Leader build, the Leader should to Striker, giving you Leader, Striker/Leader, Striker, and Defender.

Does the bonus from a superior implement apply to hybrid characters? I have an accurate holy symbol and when I equip it to my Pali/Sorc the character builder doesn't credit a plus one to my powers. Also tried this was an accurate staff and it didn't work.

You can use an implement power with any implement with which you are proficient. If you are using an accurate staff for an implement power, and you are proficient with it's use, then you gain the bonus.

Do make sure you take the Superior Implement Proficiency feat first. They don't work unless you can actually *use* them.
