Well, both come from the same source. Monsters have defenses of around "Level+14" for AC, and "Level+12" for Non-Ac Defenses (NADs) Monsters attack at "level+5" vs. AC, or "level+3" vs. NADs
Those numbers jitter around a little by role (+2 AC to soldiers, -2 to Brutes and Artillery. Some artillery can attack at +2, etc), monster fluff (many melee brutes get Fort boosts, but Ref penalties), and so on... But that's the starting point.
Edit: So: If you want to get missed most of the time, you need to have defenses in the general area of level+20 AC or level+18 NADs. Then you'll get hit on a 15+, and missed on lower. (Assuming at-level monsters).
If you want to hit most of the time, you'll need to get attacks in the genera area of level+9 vs AC, or level+7 vs NAD. Then you'll hit on a 5+ (assuming at-level monsters)

Level 9 pally with heavy shield and +3 plate armor. No defense feats.
What should the AC of this character be? CB gives me 27 if wearing +3 Rimefire Plate Armor and 29 if wearing regular +3 Plate Armor???

The CB automatically gives you the Masterwork bonus on armor, even if you don't actually select a specific type of masterwork armor.
Another day, another three or four entries to my Ignore List.

Salla, thank you for your response. I don't see Masterwork in the glossary online. Does this provide a +2 AC bonus to compete with the special features of other armor (e.g. Rimefire having resist 1 all)? Is there a rules source? I'm pretty confused...

Rimefire is a type of Masterwork Armor, as is Drakeplate, Godplate, etc. As of Essentials, all armor automatically gets the Masterwork AC bonus depending on it's Enh Bonus, though not all get the special Resist, or Defense Bonuses (though, you'd have to be a fool to not have one of the special ones)
