I said every attack was an attack power. Logically this does not work backwards, or I would have implied an equivalence, rather than an if > then statement.

There's an Epic method or two, but remotely near your level and for your race/class combination, and for the purpose you want (ie. Area/Close/Ranged attacks)? You could use Oil of Red Flame prior to every attack?

I really would just skip trying to do Psychic, it's not worth it.

There are many classes that get Ritual Casting for free, but are there any classes or paragon paths that get Practiced Study as a bonus feat? Are the martial practices generally considered worth the cost of a feat?

It's mainly for Wailing Tome/Bloodmage, but if I can't, I can't. (Not worth giving up fire.)

Martial Practices are generally not considered at all.

Draconic Form is an Attack Power (via compendium) not a utility power.

Also, how can a power that lets you transform into a dragon not be vey good to begin with? Maybe for a wizard with oodles of area spells. But I'm playing a swordmage and the at-will breath attack that hits only enemies and does reasonable damage (for a swordmage, or an at will attack for that matter) is pretty sweet. I simply want to be able to transform into a dragon more than once per day (for a single encouter or 5 minutes). It's a little depressing to be a dragon for 5 minutes.

Although I can opt not to take a short rest to keep the form going can't I? Then I don't regain any powers (do I get AP if I don't rest during a milestone?) but I stay as a dragon.

Nope, end of encounter effects also means "or 5 minutes". The reason it's bad is that it only deals damage, nothing else, and the damage it deals isn't even remotely respectable, mostly because the attack lacks an accessory keyword (implement/weapon) so it doesn't get most of the bonuses available, but really, 3d8+stat as a Standard Action is not 'reasonable damage' for anything past low Heroic. You want multiple damage instances if you're just dealing damage, or useful effects if not, this power has neither so it's rather crap.

I misspoke a little bit by calling it a Utility Power, since they do indeed specify that it's an attack, oops. However, you don't attack with it, which is the requirement of the Ring of the Radiant Storm; what you attack with is the at-will attack power, not the Draconic Form daily power which grants you the ability to use the at-will power. Regaining the use of an at-will is useless.

Does 'Dual Implement Spellcaster' work with 'Eldritch Strike' as long as both hands hold a weapon that you can use as an Implement?  For example a Warlock with a pact blade in each hand, or a character with a staff and longsword given they have profiencey and can use both as implements?

Q: Does the Hexblade have any way of achieving a Quick Draw like effect with regards to their Pact Blade? Preferably one that doesn't require a magic item (I'm using inherent bonuses).

No.  Pact Blade is always a minor action to summon.
