Is there another dagger (one with better dies) than the weapon named "dagger" that i can use for an accurate superior implement (Lightning weapon in my case)?

In another thread someone mentioned something called "Draconic Aggression" related to the fighter. what is it, cause i can neither find it amongst the feats nor powers. Do i have to meet prerequisites besides being a fighter?

The feat that you are likely looking for is called 'Draconic Arrogance'
The feat makes it so that you deal damage equal to your strength modifier whenever you push an enemy or knock an enemy prone.
The prerequisites are: level 11+, fighter, dragonborn

There are other Light Blades, but there is only one Dagger. But it's ok, damage dice become less and less meaningful as you gain levels if you build your character properly

Staff.  Daggers and Staves are the only superior weaplements.

Is it possible to use Spiked Chain Training in combination with the PP Shocktrooper(Main point on Shocking Skewer)?

Yes, if you are a Fighter.  Shocking Skewer works, and Shock Trooper increases your damage die to 1d10 for the off-hand side.

What's the best stat array for a CHA warlock?

putting 16s in CHA and INT for 18s post-racial gives me:

STR 10
CON 13
DEX 11
INT 16
WIS 8
CHA 16

but then I don't qualify for Dual Implement Spellcaster

Dropping INT a bit for more DEX gives:

STR 10
CON 13
DEX 13
INT 15
WIS 8
CHA 16

Is that optimal or is there a better solution?

Some builds of Warlock have INT riders.
