With one of the constant worries (gripes? comments?) being the rarity of ways to grant saving throws, I'm surprised noone else has yet made mention of Spirit of the Tempest, a PP at-will that allows one ally within 2 squares of yourself or your spirit to make a save. Suddenly, we went to one of the best classes for handing out saves.
Downside? It targets Fort...

*Bump* and requesting a PP update. I think there may be a new PP-updated shaman's handbook around, but the analysis in this one is far more detailed and comprehensive.
