I have this vision of a crazed halfling that seems to be everywhere and then nowhere. Each time he speaks, it's almost unintelligible nonsense. He twitches with power and motes of electricity run the length of his pin straight hair. You do not want to be in a party with this loose cannon. He can be pretty unpredictable:

I like the mobility of this character considering his long range spamming and teleportation capabilities. Add the theivery skills and some stealth for usability flavor. He looks neat to me. I'd play him.

Theres a few things you could do to tune em up a bit:
1) You need a dumpstat. I'd say STR is a clear winner there. Then pump your remaining points to make CON 13, and say... INT 11 or whatever. Or pump STR a bit and dumpstat INT, so you can take light shield at epic.
It is minor but can qualify for some stuff earlier maybe and add a few extra HP fort, or surge earlier.
2) Dont forget weapon focus: dagger. Free damage there!
3) It is unlikely that youcan use your Lightning dagger to convert all your powers to Lightning type. Keep this in mind if this is your plan.
4) Storm walk is nice and all, but Id take Acid Orb or DragonFrost, so you have a basic ranged attack, for use with various things such as Warlords giving free attacks.

Thank you for the feed back. Weapon focus is a good suggestion. I selected the lightning dagger for flavor and because of the feat bonuses I selected that are associated with lighting. I don't plan on using that as my primary mode of attack. Primarily a ranged mobile striker.
The stat bump is a bit moot for me with exception of a little more HP if the extra goes to Con. I subscribe to the two points are better than one philosphy and so I hate leaving starting stats at odd numbers unless the reason is to get another feat.
I like the suggestion about the light shield by moving Con to Str and that might be a good enough reason to end on an odd number from the get go...to make sure I have a light shield during the Heroic tier.
Good point about synergizing his at-wills with a leader to optimize team effectiveness. However, he is a lunatic and Storm Walk is an at will that plays off of my lighting/thunder feat selections.

Even though this is an older thread, I would like to point out a mistake a previous poster made just to clarify. If you take a "element" weapon, where you can change the damage type the weapon does as an at-will free action, the keyword(s) of that power are added to the keyword list of the attack you're using. It's sick, it makes Ring of Radiant Storm and Radiant weapons quite an intense combo, as well as using a Whetsone on a melee weapon to add another damage type to it. So in this "lightning" build, if you had a Lightning Dagger and you used a power that did not have the lightning keyword in it, you'd be able to use the at-will free action from the Lightning Dagger before and then use the class power you wanted to that originally did not have the Lightning keyword. As a result of using the dagger's at will power, the class power gains the Lightning keyword. question number 16 of the same page tells you that the lightning weapon wouldn't convert the damage to lightning since it's a power of the weapon, which does not apply when using the weapon as an implement.
