Tectuktitlay, TD has already made it clear that it doesn't matter if the WotC Devs came round to his house and told him that they intended the Ring to do exactly this, because he's decided that reducing the cost on creation rituals is a fundamentally flawed mechanic and should never exist in any form.

That's nice. TD isn't a game designer, he's a biochemical engineer. This discussion has been had, repeatedly. Regardless, an appeal to authority is utterly fallacious on its face, in this case compounded in fallaciousness with someone who is not a game designer, TD, as said authority. That argument will never, ever hold water (TD says ).

In much the same manner that teleporting at-will, no matter how small said teleport is (see: Warlock's can now teleport 1 square at-will at level 10), contrary to assertions otherwise, the intent of the designers does in fact matter. Especially if said intent does not break the game (neither teleporting small distances at-will, nor reduction of magic items, does so). This is why magic items are set up the way they are, with three core items buffing important stats, and the bulk of the rest utilizing limited resources (item dailies, healing surges, et al); to control them via a viable safety valve mechanic inherent to the system.

ETA: As I said, this discussion has been had repeatedly. I was merely pointing out that WotC has yet again introduced yet another example of this precise mechanic. A pattern of specific intent, followed long after this has been pointed out repeatedly in different forums, including an extremely lengthy such discussion in a forum specifically designed to point out such potential problems to WotC, mind you. Nothing more than pointing out another repetition of said pattern.

Ah, then I sincerely apologize. Sometimes it can be hard to tell on a forum what the intent of a post is. :D
