Are the claws a basic attack? I assume they just count as a weapon would, but it's unclear as written. Venom as a static damage ability is different. It probably works mechanically, but what happens when you roll a natural 20? Ongoing isn't a keyword, it's an effect. The power could be rewritten as below, but still misses something good on a 20.

But, all of that is just fine tuning, it's a fine race otherwise. Any fluff to throw in? Maybe an explanation of the ability score choices? The two you have make him a good fighter or brute rogue. Are there any Lizard-folk clerics or warlocks? Besides flavor, is there any other reason to play a non-melee class lizardfolk?

Attack: Con +2 vs. Fortitude
Hit: target takes ongoing 5 + Con poison damage (save ends).
Special: Increase the attack by +2 and damage by +5 at 11th level and again at 21st level.

This is certainly very different from the 4e MM lizardfolk. The only unifying ability they appear to possess is something called swampwalk. My guess would be that their racial bonuses are str and con.

Swampwalk? Cool, so lizardfolk in 4e cannot be blocked if the defending player controls a swamp? Woot!

When did D&D lizardfolk lob poison out of their mouths? I'd rather see a power that let them claw/claw/bite as a standard action.

Flet like giving them something a bit more interesting, who said some liscens couldn't be taken?
