Over a month ago they announced a revision to the GSL which would cover the fansite policy. In these 36 days we've received almost no information and updates and have no idea if they're close or still months away.
At this point (3 1/2 months after launch) WotC has no policy. So the fansite policy, until we hear otherwise is essentially "do whatever you want with our IP but don't violate copyright".
The longer it takes, the more that will be published online and the more time people will sink into websites, online programs, and content. And the more ****** off the fans will be that they wasted their time and the harder it will be to remove the content.
Read my WizCommunity Blog. Updated three times a week! Every few days I muse about my ongoing 4e campaign, world building, adventure designing, and my thoughts on 4e & gaming in general.

Umm I don't remember Scott or Linae saying that the upcomming revisions to the GSL and the FAQ covered anything that the fansite policy was supposed to.
And unless you are using WotC's IP, anything you put on your website is 90% certain to be covered under common Fair Use guidelines.

what about web sites with commercial intent? the GSL FAQ states:
Q. What do I do on my website if I can not use the GSL? A. Wizards will release a fansite policy in the future that will offer a limited license for specified uses. Websites are not licensed under the GSL.
is wizards saying that no one can publish commercial content aimed at using their system on the internet? it can only be ink-on-paper?

PDFs are effectively books, not websites. i didn't say a site to distribute or sell PDFs...i said a site with commercial intent which could also include one that requires a subscription to view it's content.

Are you asking about a fansite or are you asking about a business? both, but since WotC lumped all web sites together under the phrase "Fansite Policy" i figured i'd do the same and see if anyone knew anything about either.
i am more interested in a commercial site. maybe i should start a new, more appropriately titled thread?
