I honestly think that the Psionic race won't be the Elan. Anyone I know who thinks of Psionics think of Thri-Kreen. I wouldn't be surprised if they were placed in the book, despite being very unique to the Dark Sun setting. Shifters, a race that was very unique and tied to the fluff of Eberron, was in the PHB2.
Besides, they want to break-away from typical fantasy races (i.e. tolkienism). It would seem, as well, that they want to do this by having a physically striking race as well as uniquely written fluff race. The Thri-Kreen would fulfill that, as does the Gith and Minotaur and Wilden - the latter three already being confirmed for PHB3. The Elan, while certainly a unique creation, is for all intensive purposes a human with slightly different powers.
The race I would actually like to see? The Diopsid. Another insectoid race, but they're beetle people instead. Only received one article written and not really detailed, but remain - TO THIS DAY - my favorite race.
