So suddenly because of a new feat, the Tiefling feat is devalued. what if it stacks...then it wouldn't devalue it...

Then its a +1 untyped bonus which probably wouldn't be too bad as there just isn't a lot of +1 feat bonuses to attack. If it stacks it will be ok, but I expect +1 feat bonus.

Quite frankly, Hellfire Blood does not make tieflings as good at helllocks as other races. There's too many powers that lack the right type keywords altogether. With sizable gaps in between the ones that do. It's a tie between Infernal and Star powers for which it affects, though there's several power level gaps in both anyway. It does favor Con more than Cha, but if you do go with Star then you're still split because of the paragon path. Even as a helllock, taking the con based Star powers when needed as well, you have the same number of choices as the tiefling wizard which pretty much means it's a flavor feat and not even *supposed* to balance out tiefling infernal pact warlocks.
14 out of the original 31 constitution based powers are fire or fear. 5 of the original 29 charisma based powers are the same. Of those, 9 of 22 are infernal, 9 of 18 are star, and 1 of 19 is actually fey. Minions of malbolge was counted only in the pacts since it has no attack roll, while eldritch blast was counted twice, only in the attack stats since it has no pact.

Plus there is also the point that a Tiefling who spends the feat to be on par with attacks and damage compared to the +2 Constitution races for the good portion of their powers still falls behind because the +2 Constitution race can instead pick a feat that sometimes adds more damage. This doesn't even take into account there may be an Intelligence Constitution race eventually that would be the masters of Infernal Warlocks. The trade off is that the current +2 Constituion races have 1 less modifier for Intelligence that comes into play for the Warlock Encounter Attack Powers. This would be true even if Hellfire Blood was a Racial Bonus.
I am not sure Implement/Weapon Expertise as a +1 Feat bonus to attacks will be much of a hurtful power creep overall. I think it is sensible as long as it doesn't scale with tiers of play. If it does scale then its importance will be greater inflated.

Say, a warlock with a pact blade double sword with Weapon Expertise (Heavy Blade), Weapon Expertise (Light Blade), and Implement Expertise (Pact Blade). It has to be a named bonus or else that kind of shenanigan will work.

Say, a warlock with a pact blade double sword with Weapon Expertise (Heavy Blade), Weapon Expertise (Light Blade), and Implement Expertise (Pact Blade). It has to be a named bonus or else that kind of shenanigan will work. if...and I am saying if becuse we have no info...that is possible I will lead the 'broken' charge...

Basically right now my concerns are two fold 1. if it increases by tier is abusrdly broken. 2. if its a feat bonus to makes hellfire blood useless by level 11. 3. if its not a feat bonus urgosh/doublesword/kopesh become much more powerful.

After looking at the sheets for the characters, I have to wonder: has anyone considered the possibility that the Expertise feats may give +1 attack only to people who start with a 16/17 or less in their main attack stat?

After looking at the sheets for the characters, I have to wonder: has anyone considered the possibility that the Expertise feats may give +1 attack only to people who start with a 16/17 or less in their main attack stat? See the Warden 18 str WE Heavy blades.

What kind of Prerequisite is that anyway?
Prereq : You have less than an 18 in your attack stat.
The feat quickly has to be traded out.
