That hypothesis is seriously out of date. It's been known for almost 20 years that the kink is the jaw was reinforced, giving it perfectly usable jaws. Also, 400 kg is not lightweight. That's as heavy as a fair-sized grizzly.

No, it couldn't. The teeth are the wrong shape to host bacteria. The only known dinosaurs with the properly shaped teeth are tyrannosaurids, and they didn't even need bacteria to kill something.
Incidentally, infecting or poisoning something and then waiting for it to die or weaken is a horrible tactic for endotherms. They don't have the several hours to spare.
