This sounds as if it goes into all sorts of weirdness. Yes, it can fire itself. I'll ad hoc the attack bonus at caster level divided by 2 + its charisma modifier.

That works for me. This means that if said item could also cast true strike, then it could give itself the +20 bonus, right?

It could. Casting true strike is a standard action, however, and lasts only a bit longer than a round. You'll need a quickened one before you'll be able to use it on the same round.

Thanks, I imagine I'll need it.
One more question: can I use the Feanmerc system of using existing spells as seeds for epic spells? It'll simplify one of mine enormously.
