You can read it your way, I'll read it my way. And as to the RPGA, I am an RPGA judge and writer, in in my games it functions the way I view it. Doesn't make my view wrong and your right.

Never said it did. Just pointing out that this is a point of contention, and there is no cut and dried 100% correct way to interpret this. Not until its addressed in the FAQ anyway.

Ultimately, it's one of the things that is up to the DM. In D&D, that is an acceptable ruling ("for the DM to decide"), since unlike DDM, it isn't meant as a competitive game with sanctioned tourneys. It's for a bunch of guys to have a good time around the table. D&D can afford rulings like "DM says how it works", DDM can't. One of the biggest differances between the two games.
