I started with the original SE stats from FU and then adjusted from there. I added 2 Noble levels and 1 Soldier level to take him to 10 then added the full 10 Officer levels to get to 20. With an Intelligence now of 18 I was able to add the skill Use Computer, which I would assume Thrawn would have to assist with his vast research he does on species and their culture.

I added a Destiny bonus for Discovery and figure he has the Liberation destiny (which will be unfulfilled).

I threw most of the talents and feats he had in FU. Why does he have AP heavy?!? Why does he have Armored Defense?!? Even Deployment Tactics doesn't make sense in my opinion.

FEATS:
*Adaptable Talent (Instruction) - I figured this was a good Talent to share, since we see many times where he's "Instructing" his crew, particularly Pellaeon.
*Bad Feeling - Can move in surprise round
*Force of Personality - can use Wis or Cha for Will Def, since Thrawn appears to have a high Will Def


*Imperial Military Training – which he got, but the ability to remove a fear affect is too tempting…


*Indomitable Personality – again, a chance to add to Will Def, like he would need against Joruus C'baoth


*Recall – the chance to reroll a Knowledge (tactics) was too good to pass up! (And Thrawn knows a ton of other stuff that a reroll might help)


*Vehicular Combat – seems like it was missing from the original stat block…


 


TALENTS:


*Anticipate Movement – allows allies to move, indispensible to a military leader


*Spring the Trap – gains a surprise round if reroll if roll higher Initiative


*Commanding Presence – affects opponents’ Will Def


*Tactical Edge – use some talents as swift action


*Combined Fire – chance to do extra damage


*Fleet Deployment – allows vehicles to move (in this case 10)


*Fleet Tactics – chance to do extra damage


*Legendary Commander – because he is…

Ewokontoast's build - Which talent of Thrawn's does Tactical Edge affect? If Deployment Tactics don't make sense, then Tactical Edge doesn't make sense without it either. Even if Tactical Edge is being used as just a Shared Talent without utility for himself, it rings kind of hollow. It was a great build until Tactical Edge.

For now, I am going with Pink's build. It is coherent in both story and mechanics.
