So, here's a question: Say I hail from Durpar, and have always taken the "Durpar Regional Benefit" - the CCG makes it clear that these are separate (e.g. I could hail from Durpar, but gain the Assassin Background Benefit).

It's spelled out that "You cannot retrain your region, although you may retrain your background(s)."

So, then I ask: could a "retrain my background" to gain another region's benefit (to, say, qualify for PPs and feats) while still 'hailing' from Durpar?

You can. Last para of P.6 of CCG 1.95 states explicitly that you can retrain your backgrounds. But you can never change your Region however so your PC will always be from Durpar. However, arguable the "Retraining in the RPGA" para might even allow you to do that but while "specific trumps general", I don't know if "earlier trumps later" in the CCG.

I suspect a lot of it depends on what you mean by 'hails from Durpar'. If you mean that you say you've been in Durpar, consider yourself a native, whatever? Eh, sure. If you mean 'Can I say my region is Durpar for terms of benefits or whatever while claiming another region is my region for terms of benefits (feat, class, whatever)' I imagine the answer is no.

Like one of my characters actively seeks out titles in as many places as possible and makes home in a new tavern every week, but if pressed he'd have to admit his hometown was Baldur's Gate, even though he has to spend time defending Cormyr or Tymanther or whatever as well.

And another one of my characters barely knew Myth Drannor was on the map before he was named its protector, but he's eager to come to their aid now. Though it's probably best if no one disillusions him on some misconceptions he has about elven women. Not even really sure what he'd answer if someone asked where he was from. Probably just be confused.

Certainly.

Page 7 of CCG version 1.95 says:  "You may gain a background benefit from your character region (if the region has a benefit listed in the Forgotten Realms Player's Guide) or one based on your race, occupation or other background (as listed in Player's Handbook 2 and other sources)."

So, your options for backgrounds are:

  • The background benefit from your region.
  • A background benefit based on your race.
  • A background benefit based on your occupation.
  • Any other background (that is, one not based on region, race, or occupation).

"Select a character background. You may choose a character background benefit from any player resource. You may gain a background benefit from your character region (if the region has a benefit listed in the Forgotten Realms Player's Guide) or one based on your race, occupation or other background (as listed in Player's Handbook 2 and other sources). However, you only gain the mechanical benefit of one background, not from both your region and another source."

Is the FRPG (and hence the regions in it) not one of the "other sources"?

I didn't quote that sentence because it talks only about which player resources you're allowed to use for choosing backgrounds.

The FRPG is indeed a legal source, but that doesn't automatically mean backgrounds in that book can't be otherwise limited by region or race. For example, just because the PH2 is a legal source doesn't mean that an elf could select a racial background restricted to dragonborn.

From how I understand it you can not. Since you are already from Durpar and are not allowed to retrain your region, you can never have a different regional benefit than the Durpar regional benefit.

You might retrain it into the assassin benefit and later from there into the cult raised benefit or whatever other non-regional benefit you want, but your choice of a regional benefit is locked to Durpar.
