If I have an item that is a +1 magic weapon, Can i make it into a +2 item? If I have a weapon thats is a +2 weapon, can it become a +2 dynamic weapon?
I'd get along more with people if they didn't jump onto a hyberbole every single time you say something they don't understand.

From my recollection only, both cases cited would seem to fall within the rules for the Enchant Magic Item ritual...

From the LFR section of the RPGA Character Creation Guide: Magic items that have an enhancement bonus can be upgraded. If you have purchased or found a magic item with an enhancement bonus (like a weapon or suit of armor), you can pay the difference in cost to upgrade your item to the next enhancement bonus. You cannot upgrade the item until you are the same level or higher as the item you want. You don’t need access to a higherlevel version of the item to upgrade it. If you upgrade a suit of magic armor, you may select a new legal masterwork quality for the armor. If you want to make any other change to a magic item, you must use the Transfer Enchantment ritual found in the Adventurer’s Vault and pay the appropriate costs for use. You can transfer any magic item quality to another legal item or add a quality to a magic item that does not have one, as long as you have access to the quality (see the Transfer Enchantment ritual for more details). See “Enchanting Magic Items” in Adventurer’s Vault, page 198 for more information.
So, to directly answer your questions, you can upgrade a +1 weapon to a +2 weapon by paying the cost difference as long as you are at the appropriate level (6 for a +2 magic weapon), but changing a +2 weapon to a +2 dynamic weapon requires access to and use of the Enchant Magic Item ritual.

Of course, changing from +2 to +2 Dynamic consumes components equal to the difference in cost. Luckily, in this case the difference in cost is zero.
If you need an NPC caster to do the ritual, it increases the cost by 20%. As zero time 1.2 is still zero, apparently it's still free if you get an NPC to do it. (Other than the opportunity cost. Once it's a +2 Dynamic weapon, the only upgrade option is to +3 Dynamic at 11th. If you kept it as a basic +2 Magic weapon you could still upgrade to Vicious or whatever at the appropriate level.)

A DM should be free to charge someth8ing. The 20% mark up is for the NPCs time and materials. Since they won't be expending anythign for materials (no component cost) there's no reason they can't charge for their time.
Sorry WOTC, you lost me with Essentials. So where I used to buy every book that came out, now I will be very choosy about what I buy. Can we just get back to real 4e?
