Living Forgotten Realms Writer's Guidelines?

In an article printed in the current Dragon (issue 381), Chris Tulach pointed to the Events Download Page for people to download the LFR Writer's Guidelines. I don't see any Writer's Guidelines over there, however. Has anyone had any luck finding them?

They used to be part of the downloads, but they were removed. They were out of date back then (latest I have seen is version 1.6).

I am hoping Tulach means to upload a new version.

Contact your regional POC or Writing Director if you want to write and they can send you a copy of the LFR Writers' Guidelines.
