Shadow Initiate is totally legal for play. It debuted in the Character Builder, thus it's good.
Sometimes, you just need to think about this from a common sense perspective - is there a good reason why it shouldn't be allowed?
Default for all content is it's allowed, unless we specify in either the content description or the Character Creation Guide that it isn't.

Sorry WOTC, you lost me with Essentials. So where I used to buy every book that came out, now I will be very choosy about what I buy. Can we just get back to real 4e? Notes: Implement Expertise (Ki Focuses) is allowed, as that feat was published as applying to all implements Shadow Meld (Assassin Utility 2) renamed Shadowed Legion Intent to Murder (Assassin attack 29) appears to be missing Only material from the Assassin articles appears to be included in the October update Ki Focuses (magic) should be turned ON (legal) because of a line from the Assassin (heroic tier) article: Page 18, middle column, second paragraph: You can imbue your ki focus with magic as if it were a physical implement.

But wait, if Tulach isn't a legal rules source, doesn't that mean the CCG isn't a legal rules source? And if the CCG isn't a legal rules source, doesn't that mean that it doesn't have the authority to bequeath legality to other rules sources? And if not, does that mean we cannot, in fact, play warforged in LFR?
