Here's how I see it:

Rules source = one of the places you can go to to find out what the rules of D&D are.

Player resource = one of the places you can go to find out what rules items are available for RPGA campaigns

Character Creation Guide = place (singular) you go to to find out how to create an RPGA character.

The CCG says that compiled Dragon magazine issues contain rules items that can be chosen for RPGA campaigns.

The Hybrids article specifically excludes the rules items in it from the RPGA which everyone must agree trumps the general statement in the CCG.

The CB and Compendium are not player resources: they do not contain rules items which are available in RPGA campaigns (rather they are tools which allow you to access and make use of those rules items). They may be rules sources, and as such able to be used to determine what the rules of D&D are, should there be a conflict between rules printed or published in various places, but that does not mean that the rules items listed in them are available for choice in RPGA campaigns. Nothing in the CCG suggests that.

My general feeling is that if you have to make a carefully constructed argument dependent on terms that can be defined along a subtly shaded continuum in order to say something is "in," then the intent of the rules is most likely that it's "out."

There are literally thousands and thousands of great options for building characters that are clearly and unquestionably "Legal Player Options." If you find that you can only have fun playing stuff thats unclear or questionable, you'd probably have more fun playing home games with homebrew rules.

That said, if you want to push the envelope within LFR, that's cool too. But when the weight of the evidence, of the testimony of the designers and administrators, and of community opinion starts to kind of topple over on top of you, maybe you should switch from trying to argue in favor of Wilden or whatever to, I dunno, trying to argue in favor of Dragonmarks or something. I'm sure if you work hard enough you can scratch up a semantically valid reason that "All except Dragonmarked" means "Dragonmarks are LFR legal."

It doesn't even have to trump anything.  The section on Dragon content even says: "Exceptions to access will be noted in the rules content’s article."

Sorry WOTC, you lost me with Essentials.  So where I used to buy every book that came out, now I will be very choosy about what I buy.  Can we just get back to real 4e?

"FRPG style" backgrounds
Forgotten Realms Player's Guide
"Characters of War," Dragon #366
"Adventurers of the Realms: Tarmalune and the Windrise Ports," Dragon #376

"PHB2 style" backgrounds
Player's Handbook 2
Arcane Power
Divine Power

"Art of the Kill," Dragon #373
"The White Lotus Academy," Dragon #374

Aww.. common, Kobold has to have been published somewhere else to make it legal

I mean isn't Neverwinter in FR? (Or was? If i remember correctly it got blowed up.)

I hope the PHB3 releases some more currently monster Manuel races. (or PHB4)
I'd get along more with people if they didn't jump onto a hyberbole every single time you say something they don't understand.

371 - Legacy of Acererak is supposedly legal for backgrounds too.

(At least I hope so, my Artificer is planning on using one of them)

PHB3 will almost certainly have Githyanki and Githzerai.

Nope, not yet. There's a lot of poeple clamoring for it though, so I wouldnt' be surprised if it eventually shows up.

Well, we know it has 'Zerai for sure. We don't know if it has 'Yanki yet. It also has Minotaurs and Wilden.

If the Characters of War backgrounds are the Scales of War ones I do not believe they are legal at all in the RPGA.
