If the Characters of War backgrounds are the Scales of War ones I do not believe they are legal at all in the RPGA.

They are. All Dragon content is legal for the RPGA. (I think an earlier CCG said backgrounds in Dragon weren't, but that no longer is there)

Sorry WOTC, you lost me with Essentials.  So where I used to buy every book that came out, now I will be very choosy about what I buy.  Can we just get back to real 4e?

I sadly am beginning to miss the "allowed" and "restricted" lists of the past.

While I don't/wouldn't object to the duty I'd hope that any RPGA VCL (or all of us) could work on it. Trusted volunteers, as it were.

The Global Admins (if their schedules allow) would also be ideal candidates.

The global admins are pretty busy, so while I am sure they should be involved it is a bit folly to assume they have the time. Perhaps regional admins could take up some of the tasks?

Ok see, now that's just plain stupid. Sorry it had to be said.

Which is why I proposed them as candidates - not as a mandatory portion of the theoretical review team. I figure they can accept/decline the duty as their schedules allow.

Of course, we have to get all this working with Tulach's approval first regardless.

What's stupid? That backgrounds from Dragon are allowed?

With the advent of Divine Power, how can you "officially" determine the Domains associated with your Deity (providing it's not one of those 11 basic ones presented on the CCG)?

There's no way yet. We've been hashing out a pseudo list of Domains in the Character Discussion forum as an exercise which is not official in any way. We'll have to see what the campaign administration decides to do with it. Although if the deity appears in the book (Moradin, Bahamut, Correllon) then yuo have somethign to go on, and if it's one of the equivalent deities then i see no reason you couldn't start using that now. If it's a different deity, we have no way of determinign "officially" what domains go with them, so we're out of luck for the time being on them.

Unfortunately, one of the devs mentioned there'd be a sidebar giving info for other setting deities and their domains, but it never actually materialized in the book.

I think there's an official way, isn't there?

Page 8 of the CCG says: "In addition, the Realmsequivalent deity serves as a proxy for any other rules prerequisite that specifies the Player’s Handbook deity."

So the rules prerequisites in Divine Power that require a character to worship, for example, a deity of the Sun domain to access those Channel Divinity and Domain feats are met by a Forgotten Realms divine character who worships Amaunator, who "equals" Pelor according to the chart on the same page.
