common sence aside would it be sellable for 20% of teh enchantment? or is it lost? its easy to see that if one way is declared the rule than tho it makes no sence, it is fair to the other non monks in the campaign, where as the other option altho gives monks a disadvantage when chooseing MUS bundles, it makes sence. Why would common sense dictate this at all? Is this any different than the fact that ritual casters can't make as much gold from ritual bundles are non-casters? ie - a ritual caster will probably want to keep many of the ritual bundles, rather than sell them, but non-ritual casters can often times get more gold by taking and selling ritual books.
There's fair and then there's just plain not-every-class-gets-everything-that-other-classes-do-that's-the-way-the-game-world-works.

Sorry WOTC, you lost me with Essentials. So where I used to buy every book that came out, now I will be very choosy about what I buy. Can we just get back to real 4e? Would have been much simpler if they just didn't make up a brand new term for something that already exists in the game.
Just say "Monks gain a +3 proficiency bonus when using unarmed attacks, and improve their unarmed attack damage to 1d8. Monks may have weapon enchantments placed on their unarmed attacks."
Unarmed Attacks should inherently have the off-hand property and require a hand free to be used, even for non-monks.
-karma I would argue that it would've been even easier still if the 4e dev team followed the Turbine DDO Monk development style and made Monks proficient with "Hand Wrappings" then allowed weapon enchantments to be placed on said Hand Wrappings and those Hand Wrappings be used with Unarmed Strikes.
