Whatever happened to PHBs as being the only source for races and classes? I can see extending this to campaign setting sourcebooks, but now there's a race in MotP as well? Is that policy simply being thrown out the window? I can't actually remember a Wizards developer saying this, so it may have been assumed by the fanbase rather than intended policy.

To clarify, there's a difference between the aforementioned "playable race" and the full racial write-ups that will appear in the Player's Handbooks. The PHBs are the source for core races—races that will have support through feats, paragon paths, etc. However, as you'll note from the Monster Manual, there are a number of monstrous races that are still playable but do not receive the full page spreads that a race in the PHB gets.

Is that policy simply being thrown out the window? Well in one of the announcements I recall a statement to effect, everything carrying the 4th Edition logo will be core rules. If this is correct and still being followed, it appears there will not be option books. *shrugs*

There's a difference between each annual "installment" of the Player's Handbook, Dungeon Master's Guide, and Monster Manual, and the other "core D&D" (core, as opposed to setting-specific) books like the Manual of the Planes or the Draconomicon.

All I can hope for is that the material is balanced and flavorful-you guys have done a great job on the 4E core books, but I'm worried about what I've been hearing regarding the recent supplements. Please for the love of all that is good aligned get some optimizers on your team who can see if some mechanic included in a supplement will be broken!

Could the new race be the Shadar-kai? The race isn't getting a full racial write up (like in the Player's Handbooks). It's just a monster that is a playable race. Since shadar-kai have already been presented in the MM, it must be something other than that.
