I'm coming back to the game and have not played since 2003. I am trying to build a deck. I would love some answers to some of my questions and general tips and guidance towards achieving this goal.
1. I've been looking at the Magic 2013 sets and can't help but notice that birds of paradise has not been included in any of the new sets. This is unfortunate because I really wanted to make a tournament legal deck revolving around birds of paradise.
2. I googled a couple 2012 tournaments and I noticed that a couple of the winning decks contained Lightning Helix and Lightning bolt. I also wanted to include these cards in my deck but could not find them in any of the new sets ; 2013 , Ravnica and Gatecrash.
3. If I wanted to build a deck for online tournament play, are there any threads which can conclude a full list of all legal cards for modern standard play?
4. What is the most efficient way to achieve 75 specific cards? How would I purchase these card's individually and what are the benefits to buying booster packs via online store versus individual purchases?
5. When will I be able to make an account on MTG as the service is currently down and I have ADHD-C and am incredibly impatient to get back into the game after a 10 year leave. (I am currently 21) lol I played green-white astral slide & Eternal Witness / Dragon when I was 11 , Finished top 16 in a tournament in Hong Kong of over 150 Players. I am mature now and ready to get back into the game swinging and smashing; with some support and guidance of the community of course.

You should be able to purchuse the game after the downtime - this will be in aproximately 8 - 10 hours from now (todays downtime is prolonged). Do note that it takes some time before you get the confirmation email so you could wait up to a day or so. Never ever buy boosters in the store since they are much cheaper on the secondary market. Also do not open boosters since on average you will open cards that are worth much less in value compared to the price of a booster. Buying singles or playing limited (to open your own boosters) is preferable. When you are in the client you can choose to show all standard legal cards so that should not be a problem. Any card that is either printed or reprinted from the curerent standard legal sets (INN, DKA, AVR, M13, RtR, GTC) is standard legal. (On a side note modern is a different format from standard - it's all the cards from 8th edition onwards). Thank you so much! I did a bunch of googling and got all the information I needed and am on my way to building a tri-color aggro deck. I have a feeling it is going to be very beast. Too bad theres no birds of paradise this cycle as it would have made my deck imbalanced.
How much does a single top tier rare cost nowadays? And where can I find secondary markets? google - and then have someone trade to me in game?

There is a place called marketplace where you can search for bots/players/cards. Some bot chains have their sites with prices so search for them. I cannot name any since that is considered advertising.
There is a FAQ at the top of the forum for any questions although you can ask here and you will probably get your answers.
Heavily played standard rares cost betwean 5 and 10 tickets. Most cost less than 2 tickets. Playable mythics can cost alot more (up to 30 tickets).

I literally cannot wait to play when will the servers be back  and are the prices of the cards in game relative to the prices on the google stores?

I'm not sure what you mean by google stores but if you find a bot chanins web site that has prices on it then at least those bots buy/sell at those prices (assuming the prices get refreshed quickly enough).

Hopefully you managed to get your account up and running. As far as finding the cards legal in Standard, Gatherer lets you filter by format (HERE's a link that shows all of Standard which you can filter futher) but I personally prefer searching in Magic Online itself whenever I need to find a particular card. There are in-game filters to show different formats and card types, even when you don't have the cards in your MTGO collection.
