I would be leery of posting your email on a public forum.  They can pm you thru the forum messaging service.  That said if you want to see what is currently out there I believe there are some decklists of the top tournament decks in each format.  At least I think they still show you number one.  Maybe not all the creative decks below it trying to come up with answers and how well they did but at least the top is still there...I think...  Best of luck in your investment.

Those decklists won't show prices, of course.  You'll have to learn to navigate the world of online sales either through sellers' websites or in-client through bots.  There are many websites that list the prices of online cards, either from one seller or a range of them so that you can compare prices.  Google is your friend in this regard.

I'm trying to make my official VCL posts in purple

You posted saying my thread was moved/locked but nothing happened.      Spoiler: Show
Unfortunately, VCLs do not currently have the tools necessary to take moderation actions directly. VCLs submit their actions to ORCs, who then actually perform the action. This processing can take between a few minutes and several hours, depending on how busy/attentive the ORCs are.

If you see something that needs VCL attention, please use this thread (MTGO) or this thread (paper) to make a request and a VCL will look at it as soon as possible.  CoC violations should be reported to Customer Service using the "report post" button. Please do not disrupt the thread by making requests of either kind in-thread.

Nobody is going to suggest a deck, that's up to you. There's plenty of resources for researching what decks are in the current metagame (websites, and WotC's own limited reporting of MTGO daily event results), and you can use price lists from bots to gauge the cost of each deck. That said, you will probably be quite limited to your selection of tournament winning decks with a budget of only $200.
