Just playing around with MTGO,you know to give it a shot, and I was just wondering if there is a before attackers are declared part in the turns because it seems right after your oppenets main phase one he goes right into attacking without you getting a chance to respond

Yes that phase exists. However by default the game doesn't stop there. If you want to do anything before attackers are declared or before blockers are declared you need to set a stop to tell the game you might want to do something. You can do this either from the Settings->gameplay options menu, where there is a list of the turn phases and you just need to make sure there is a tick next to all the phases you want to stop in. Or you can do it in game by clicking on the turn phase indicator bar, which is on the left of the play mat in the current client or the bottom of the play mat in the beta client. Either way make sure you set them for both your own and your opponents turns.

Yep, it's pretty dumb, it's been that way for years and years...wonder if they'll ever change it?

They're off by default because turning them all on by default makes the games very slow. Now what you should ask is, "why don't we get a tutorial about game stops before we are allowed to play games?"

I think keeping some of the phases off by default is probably the right choice, though probably not the beginning of combat. I also agree with nushae about the tutorial. The reason some are off by default is that there aren't a lot of things you need to do during that phase on a regular basis. Draw step and upkeep are both turned off by default as well, but you will occassionally need to do something during those phases. If you're new, here is a good idea of what steps you'll always want set:
Your turn:
Main Phase 1 Beginning of Combat Declare Attackers Declare Blockers Combat Damage Main Phase 2
Opponent's turn:
Beginning of Combat Declare Attackers Declare Blockers Combat Damage End of Turn
Having that set up allows you to cast spells on your turn, participate actively in combat, and cast instants during your opponent's end step. I've been playing for a while and found that is the best setup to do all the normal stuff while also reducing the amount of times you have to click each turn. Then, if I'm playing a deck that requires something to be done during the upkeep, I'll set that stop for that game. Remember that you only need to set a stop if you need to do something on an empty stack during that phase. If a triggered ability happens, you will get a chance to respond while it's on the stack.
