Deceiver Exarch  allows me to tap a permanent my opponent controls. So, I should be able to cast him when my opponent attacks, thereby tapping a creature before it attacks. Why can't I seem to be able to do that in the online game? Am I missing something? Thanks.

Your in-game stops might not be set correctly. Check out where you have your auto-stops set.

You need a stop set on your opponent's beginning of combat step. Declare attackers step is too late, since at that point they get to declare attackers first before anything else happens.
