Interesting points: The terms say:
- Tier 3, Tier 5, Tier 7, and Tier 9 Promo Cards (standard and premium foil): These are cards that have never been distributed on Magic Online before. They may be digital versions of promotional cards available in paper Magic: The Gathering format, unique digital promotional cards, or Magic Online cards with the Magic Online promotional watermark.
While Tier 3 was previously a recycled promo, this states that all promos besides the land will be new to MTGO each month. Anyone know how long that can possibly go on for? Also, it doesn't state that July's Tier 5/6 BEB was released anywhere in paper before. Is it a MTGO only promo? Does this open the door to other MTGO only promos with no paper counterparts (like FoW?). They also edited out this portion: "After an account reaches Tier 9 (1280 points), any additional points accumulated on that account start over at Tier 1 rewards (1285 points earns an additional Tier 1 reward, at 1290 an additional Tier 2 reward, and so on)." So we can no longer receive any more than 1 of each Tier no matter how many points we accrue. I wonder what need they saw for that change. I do like how there is increased reward for players over purchasers in this plan. At the same time, it seems easier for everyone to achieve top tiers which might mean that, combined with the lack of ability to recycle through the tiers, all cards are equally worthless?

I do like how there is increased reward for players over purchasers in this plan. At the same time, it seems easier for everyone to achieve top tiers which might mean that, combined with the lack of ability to recycle through the tiers, all cards are equally worthless?
Rewarding players over purchasers is the reason for the change, and with no recycling there will be fewer copies of cards. Shouldn't that theoretically raise value? (Certainly the easier ability to reach higher tiers for players will increase supply and decrease value in opposite effect.)

I'm glad they got rid of the 'reprint' promo tier. If they want to reprint a certain promo they can just do it without having to force a reprint each month.
As for running out of promos, there are still plenty of paper promos we don't have online. My numbers may be off a bit but by my last count: 13 full-art, 84 alternate art, 28 textless, 46 new frame, 12 'other', and a huge list of promos (200+) that are just normal versions with a promo symbol on them. There is also at least 9 more basic land cycles they can do (which is over 2 years worth of tier1/2 lands). They shouldn't run out for a long time.
BEB was a paper promo as some media insert, can't find the exact details but I didn't really look. We've had a few mtgo only promos but for the most part they seem to stick to existing promos.
I like the tier and event points changes, as before playing rewarded so little compared to money spent in the store. Increase points from events and lowering the upper tiers allows those that don't spend hundreds of dollars each month to get some of the promos and those that do both to get some of the higher promos.
The rewards not cycling back around is a curious change. It only affects a very small portion of the user base, but one that spends a lot more money than the average user. It also hurts those that collect the higher tier promos as now those people that used to receive 8-15 of them each month will only have two to sell.

Obviously all positive changes except no cycling back through. While a very select few did this, those that did provided the community at large with a easy and cheap source of these cards.

Yeah, Im hoping the just omitted the no cycling clause accidently. It would seem pretty silly for wotc to implement that change and annoy a few of its biggest customers in the process while wotc receives no benefit themselves from omitting cycling.
Even without cycling as it existed, a large customer can still cycle if they want to, just spend 1500 in each account you own. I bet all the people who have been cycling already own enough accounts for this, it just is terribly inconvenient.

I was thinking that it is now easier to max out the promos each month. Not that everyone will but it's just easier. In the category of people who played alot/spent alot before, I can see them getting to tier 8 and cycling back through maybe Tier 5 or so, but not enough to get tier 8 twice. That would leave them with multiples of the lower tiers and still just one of the upper, thereby increasing the number of lower tiers relative to the upper. With the change it seems that there will be a more even ratio across tiers. Not 1:1, but more even. I guess this could theoretically make them equally valuable too, but with the low cost on most of them already I chose to word it as equally worthless.

Nope.
If you look at the top tier, it says 1500+, whereas before it said (I believe) 1280
Note the lack of a plus sign I doubt they made an accident in two spots that say the exact same thing.

Things that I want to see changed on MTGO: 1: 64 man drafts added to rotation of Events. 2: Friday night Classic/Better event times for Classic. 3: Visual/Audible Notification of disconnect, deckbuild/afk time expiring and round starts. 4: Prize Payouts as close to draft sets as possible. 5: Rotate Classic draft queues monthly! 6: MOCS level events for Classic/Pauper 7: Power 9! 8: Award Promo Cards for Constructed PEs (esp for Legacy/Classic) 9: Program Split option back in! 10: Set Favorite version in deck editor (i.e. always use x swamp) 11: Better sorting of gold cards in deck editor. 12: Bring leagues Back!
