Kind of a loaded question In what time frame?
Without reprints, I see
Tundra, Taiga, Savannah, Mox Diamond, Survival of the Fittest, City of Traitors, Tropical Island, Natural Order, Null Rod, Entomb, Orim's Chant, Pernicious Deed
all hitting 40 tix sometime or another. Maybe more of the duals. (Bayou, Volcanic Island seem next in line)

NOT Depths, Null Rod or Grindstone, nobody plays those in Legacy.
Sylvan Library is my dark hourse candidate to break 40 tix. It's MED1 and it's showing up in more and more Legacy decks, so it might just happen.

That would be truely amazing, though I see where you are coming from. The moment I heard it was the new tech in Zoo, I bought a playset @ 2 tix each. Having tried it, it absolutely powers up Zoo. It's also great in Bant where RWMs' lifegain usually means you can draw extra cards with it quite regularly. In fact it is difficult not to get addicted and run it anywhere you can. E.g. instead of Standstill in UG merfolk seems perfectly viable to me.
Hmm. Betting on a dark horse seems like fun; I'll go for Wasteland.

Grindstone is in the Imperial Painter deck, which everyone who plays legacy in paper assures me is terrible. However it is conceivable that they'll print some new tech to power that deck up... so my Dark Horse pick is Grindstone.

I think Imperial Painter is "crap" in paper Legacy because its namesake creature is very hard to come by and very expensive ($150). Hence most IP decks run underpowered.
Online, of course, like SO MANY key Legacy cards, the card is dirt cheap and readily available.
