I was asked to build prism on a budget for the 2HG room by a friend. This is what I came up with, think it can make a game in the multiplayer room? Runs to under $40, not bad for a 250 card dec!

Counters:
4x Pyroblast -- Just amazing for winning counter wars. Blue is a very primary colour in most prism decs.
2x Draining Whelk -- Don't want to draw too many of these
4x Overrule -- Little life gain will help
3x Exclude -- Sick card
3x Overwhelming Intellect -- Puts you in the money

Draw:
4x Mystic Remora -- Cheap and can draw a lot.
4x Mull Drifter -- Don't be afraid to evoke
4x Foresee -- Gets the right cards
4x Fathom Trawl -- Find good cards!

Fixings:
4x Krosan Tusker -- The green counsel of soratami, 3 mana for 2 new cards. 98% of the time this should be cycled
4x Sakura-Tribe Elder -- Don't be afraid to not sac this if your mana is already fixed. They regularly beat well for me, no one wants to waste removal on this.
4x Kodama's Reach -- Accels and ensures you have a land drop
4x Darksteel Ingot -- Built for the format
4x Chromatic Star -- Fixes, moves you through your dec

Trinket:
4x Trinket Mage -- He finds everything in this category
4x Wayfarer's Bauble -- Colour independant fixings
1x Wanderer's Twig -- Just one, for when you have the mana need for it
1x Pyrite Spellbomb -- Colourless burn
1x Aether Spellbomb -- Can be useful
1x Sensei's Divining Top -- Pricey, more are better!
1x Scrabbling Claws -- Get rid of nasty graveyard nonsense

Sweepers:
4x Barter in Blood -- Not quite a wrath..
4x Starstorm -- a full tix for these, but great. Cycle if not needed, adjust the damage to let your guys live etc.
4x Austere Command -- Just over a tix, but worth it

Point Removal
4x Mortify -- Nice stuff
4x Putrefy -- Good stuff!
4x Necrotic Sliver -- Cheap mans vindicate
4x Dismantling Blow -- I can't believe these are so cheap still!
4x Krosan Grip -- Great for hitting Etched Oracles
2x Ray of Distortion -- Wakes are common as muck in the format
4x Wrecking Ball -- Say no to man lands

Creatures:
4x Twisted Abomination -- Extra mana, or a regenerating dude
4x Deadwood Treefolk -- Recursion is king
4x Etched Oracle -- Essential
3x Kaervek the Merciless -- the guy is a beating in the format
4x Court Hussar -- Play without white if you need to
4x Nezumi Graverobber -- Stop recursion and bring back threats
4x Grave-Shell Scarab -- These guys never stop coming, great if you have stuff that's useful in the yard
4x Izzet Chronarch -- Recursion again
3x Ancestor's Chosen -- Half decent body, stabilise for a comeback
4x Walker of the Grove -- Survives wraths

Others:
4x Cremate -- Recursion is great, so deny it to others
4x Reiterate -- Steal peoples best spells, then do it again, also it's another red counter a counter
3x Obsidian Battle-Axe -- Yes this dec has no warriors but the ability to get haste repeatdly is important with so many wraths flying around
4x Recollect -- Get back.. anything

Now the land base is a lot trickier on a budget. The dec is strong in Blue, Green and Black but has much less Red and White so when following a cycle my rule of thumb is to run less copies of Red/White lands.

A very good budget prix deck and great explanations for the cards.

I'd probably recommend running 1x of each artifact land too, since you'd be able to fetch them out with the Trinket mage.

Not bad. I think you're a bit heavy on disenchant effects, though. I'd cut the less versatile one, like Ray of Distortion. Compulsive Research is one of the best card-drawers in the format, far better than Remora.
