I like Chandra, the Firebrand . She's not the best but I did work with her.

How about this?

(+2) Draw a card, then discard a card at random. Ral Zarek deals damage to target creature equal to the converted mana cost of the discarded card.
(-7) Draw 2 cards. Ral Zarek deals 2 damage to each creature.
(-16) Destroy all permanents your opponents control and half of the permanents you control, rounded up, at random.

Red and blue shared traits:
-Gaining control of creatures
-Drawing cards
-Caring about sorceries and instants

Fat Zarek:
Ral Zarek, Izzet Blahblahblah

+2: Ral Zarek deals 2 damage to target creature
-1: Draw two cards, then discard two cards 
-6: Gain control of target creature or artifact. It gains haste

Skinny Zarek 
Ral Zarek, Izzet Minimi 
+1: Ral Zarek does something pointless
-1: Reveal the top two cards of your library. Put any instants in your hand and the rest in your graveyard.
-3: Search your library for up to one red and one blue card, reveal them and put them in your hand, then discard a card.

Red doesn't draw cards so much, it lo ots , or give the opponent an  option  or the same deal.   There's always a downside (unless it's paired with blue).  So blue and red don't really share drawing cards, but they certainly share   looting , but blue's looting is better.

Your examples don't loot, they rummage.  "Looting" is shorthand for "draw a card, then discard a card" ( Merfolk Looter ); whereas "rummaging" is shorthand for "Discard a card:  Draw a card" ( Rummaging Goblin ).  They're functionally different, in that when you loot, you draw first and then discard a card of your choice--possibly the card you drew--and when you rummage, you have to discard first before drawing.

No worries.  I've heard that too.  There's no real term for it, so you can pretty much call it whatever you want.  I've seen countless games where people just assume that Rummaging Goblin loots , though, because they were told it does instead of reading the ability themselves.  It's things like that that encourage accurate reading or terminology, whether it be official or unofficial.

R&D refers to both Red and Blue as 'looting', it's to avoid vocabulary creep.

Faithless Looting predates red's looting identity.
Every card after that discards first.
Or is  Tibalt

It should be remembered that Ral is an electromancer.  
He uses lightning as his basis.
He's not going to be doing mind control shenanigans.
