Well, I really can't decide whether the second ability should count as good thing or bad thing, but for some reason (that I would like to hear!) you costed that second ability as good thing..

What you basically do with this card is you play it in a deck with Howling Mine so that, at an arguably sizeable toll, you draw exactly what you want/need every turn.
But I costed it neither as a good or a bad thing. I think Diabolic Tutor is ok, and Demonic Tutor is broken.
This is not meant to be strictly better than Diabolic Tutor, nor strictly worse, just different.

Wait, a four-mana version of Vampiric Tutor should have a second ability that's costed as good thing, otherwise it's printable as two-mana card or three-mana card..

tutoring has become mainstream in all colors
tutoring allows people to build consistent decks
decks with greater card variety give tutor cards more options to grab
