not that it matters practically, but i'm still curious. are the following abilities considered to be static abilities? == A deck can have any number of cards named Relentless Rats. == == Remove Amulet of Quoz from your deck before playing if you're not playing for ante. ==
it's weird if they are static abilities, because then you have abilities that have effect /even before any game has started/! which makes me dream up other abilities that have an effect before the game even starts, like, "Whenever you compliment your opponent two minutes before you play them, you start the game with one additional life", or "If you are wearing red, and CARDNAME is in your deck, you start the game with one additional life".

They're certainly not triggered, activated, or spell abilities. So yes, they're static abilities.

Relentless Rats' ability works based on this rule: 112.6m. An ability that modifies the rules for deck construction functions before the game begins. Such an ability modifies not just the Comprehensive Rules, but also the Magic: The Gathering Tournament Rules and any other documents that set the deck construction rules for a specific Constructed format. However, such an ability can't affect the format legality of a card, including whether it's banned or restricted. The current Magic: The Gathering Tournament Rules can be found at www.wizards.com/wpn/Events/Rules.aspx.
It modifies deck construction. Your examples don't. You can try designing vanguard characters, or things that work by being revealed during mulligan or starting hand , but otherwise they look too much like unglued / unhinged to worry about the rules.
