Glaring Spotlight Text:  , Sacrifice Glaring Spotlight: Creatures you control gain hexproof until end of turn and are unblockable this turn. Ruling: Creatures that come under your control after Glaring Spotlight’s last ability resolves won’t have hexproof but will be unblockable that turn. Why is that?

Because this rule says so. 611.2c If a continuous effect generated by the resolution of a spell or ability modifies the characteristics or changes the controller of any objects, the set of objects it affects is determined when that continuous effect begins. After that point, the set won’t change. (Note that this works differently than a continuous effect from a static ability.) A continuous effect generated by the resolution of a spell or ability that doesn’t modify the characteristics or change the controller of any objects modifies the rules of the game, so it can affect objects that weren’t affected when that continuous effect began. If a single continuous effect has parts that modify the characteristics or changes the controller of any objects and other parts that don’t, the set of objects each part applies to is determined independently. The hexproof part modifies the characteristics of objects; the unblockable part modifies the rules of the game.

Because of a recent rules update that specifies when an effect applies in multiple layers, but part of the effect affects characteristics (gain hexproof) and another only changes the game rules (are unblockable), the part that doesn't change characteristics will apply to all creatures.
This is probably to make it more consistent with effects that ONLY affect game rules, which already worked this way. If an effect said only "creatures you control are unblockable this turn", creatures that entered after the effect was created would be unblockable. Now it's clear that this is also true even if part of the effect modifies characteristics.

"are indestructible" and "are unblockable" are not abilities that are being granted to the creature like hexproof is. It's a modification of how the game rules work.
Oddly enough, if the text of Glaring Spotlight was "Creatures you control cannot be the target of spells or abilities your opponents control," then it would apply to creatures that come under your control later, as well.

I understand the rules now, but the way Glaring Spotlight works is strange and counterintuitive.
