not really

the closest to a RPG in Magic is the Commander format, where you have a legendary character commanding a deck preferably themed after it and facing off against other legendary characters

but there isn't really much of a story, just kind of a theme

CCG = collectable card game
RPG = role playing game

both are games

in a proper role playing game, you create a character both creatively and from a mechanical game rules perspective and perceive its experience to tell his story.

you could consider Monopoly an RPG if you think of yourself as the landlord and tell a story as the game of Monopoly proceeds, though Monopoly is not a proper RPG because you don't really create a character to tell the story, it's usually a competitive game where the story is simplified or not even relevant to the game play.

You could do the same thing with Chess if you told the story from the point of view of the chess pieces as characters, but few chess players do that. They just play the game without giving any personality to the pieces.

Magic can also be treated in a similar RPG fashion. You are a wizard, specifically a planeswalker and you can cast spells and draw power (mana) from lands and your task is to defeat the other wizards in a duel. You can make it a big story and treat it as an RPG, but it isn't a proper RPG because you don't create a character and put that character in a variety of situations to experience their existence.

Proper RPG's like D&D (or Pathfinder or Traveller or Star Wars or Star Trek or BSG or Chill or Heroes Unlimited or Shadowrun or Legend of the Five Rings or Vampire: the Masquerade) have rules on how to make up your character and then a GM (Game Master) puts your character in a variety of situations essentially to tell a story.

Most proper RPG systems have a golden rule that says forget the rules when they aren't convenient to the story. In Role Master for example, a kitty cat can disembowel your character with one swipe and a lot of luck. This is hardly realistic so if this happened, the GM would likely ignore the result and make up his own sensible result.

I hope that helps.

Note: I've considered converting the plane of Ravnica into an RPG campaign setting because it'd be a fun environment to experience. WotC's Creative and Art Departments put a lot of effort into making the worlds realistically believable and they put out novels to further that end to make you feel like you're in that environment, but the actual MtG CCG is not a proper RPG.

RPJesus: "Man, screw the rules, I'll play a game of 2HG Archenemy Planechase Emperor EDH draft yet. Once I figure out the rules for it..."
Chaikov: "Of course, casual Magic may be played any way your Pokemon group agrees on..." and "It's not logic. It's Magic!"
GainsBanding: "I only play online.  The Magic Online shuffler is AWESOME!"
Ikegami: "one might think [adult cats] would make excellent tokens. The issue, though, is that they are very hard to exile. They return to the battlefield more often than an undying creature."
Astarael7: "Does 121.1 imply that players are supposed to wear their poison counters?"
Bimmerbot: "If you move the wrong way and [the poison counters] fall, it's a game rule violation"
Helluminatus: "Just remember, if it looks like a duck, smells like a duck, and quacks like a duck, but the oracle text says creature - Bunny , then by god, it's a bunny."
MadCow21: "Who are you and what have you done with the real Chaikov?"

You could start of with Pauper rules for deck building, after X number of battles/wins you get access to more powerful/rarer/expensive cards.  I've never seen rules supporting this format, but it's doable.

If you're looking for an RPG based off the Magic card game, check out Shandalar. Good luck finding a copy and getting it to work; it's an old game. It's dated as heck and hasn't aged all that well, but if you're willing to put time into it, you'll find that it's a very fun and rewarding experience.

I suppose with enough creativity you could form some kind of RPG around a sealed league type of format.  I don't really have intricate knowledge of how RPGs work, but each player would start with say a 40 card deck from 6 booster packs (sealed deck) and create their character from there.  Periodically, you add extra boosters to your pool and as your deck develops, so does you character.  All it needs is a way to work duels into a story.

Cheers

one could try a multiplayer game 2 or 3 on 1

but a game masteer needs to be an abitrator on players actions and magics rule are not built for that flexibility
TLDR
