I know all the rings give it's coloured creatures a +1/+1 counter on it which stay on there, but is there an artifact that does it regardless of colour? A bit like Palladium Myr  is to the other mana producing Myr.

You mean like Dragon Blood  ? But as an equipment? The only equipment cards that sort of deal with +1/+1 counters that are not the rings are: Banshee's Blade  Blade of the Bloodchief  Sigil of Distinction 
You fell victim to one of the classic blunders - The most famous of which is "never get involved in an thread with GM_Champion" - but only slightly less well-known is this: "Never go in against AzureShade when card design is on the line!

Not quite what you're after, but Forced Adaptation  does the job.

Dragon Blood sounds cool, but it's not quite what I'm looking for, and I don't think they've made one yet that's generic. I suppose that's the closest I'll get. And yes, like this card, but as an equipment. Forced Adaptation , hmmm, sounds like another Momentum  to me, but for the modern game. Nice idea, but then I'd want to remove it when/if it got to +20/+20... Maybe I should make a suggestion on the forum for new cards...

Yes, but what I'm looking for is like Dragon Blood , but that is equipment that can be attached to any creature to give the counters, rather than the rings: Ring of Thune  , Ring of Valkas  , Ring of Kalonia  , Ring of Evos Isle  , & Ring of Xathrid  Basically, I want a generic one that will do what the Palladium Myr does instead of the other Myr cards: Gold Myr  , Silver Myr  , Leaden Myr  , Copper Myr  , & Iron Myr

I do not think such a thing exists. At least it does not come up in my search. Does it have to be +1/+1 counters specifically? If so, tell us why and how you plan to use the card and maybe we can help you a little better to find what you are looking for.
