Mulligan   Sorcery Put all cards in your hand at the bottom of your library and draw X cards, where X is one less than the number of cards you placed at the bottom of your library. Then shuffle your library.

Why am I paying 3 mana for -2 card advantage. Especially with Shattered Perception  around.

It shouldn't be one less than the number shuffled, since this card itself leaving your hand reduces the number of cards in your hand.
I definitely remember this card happening in some thread and I made the same comment.

Because the cards in your hand stink! Yeah, I'd reword to "Shuffle your hand into your library, then draw cards equal to the number of cards shuffled this way". I think Red is fine, because red is the color of discarding your hand, then drawing that many cards.

Red certainly has that tradition
I was thinking green because the card has a polymorphing effect on the players hand like life evolving
Here green is making new plans as it goes.
