suspended cards can be targeted eg. Jhoira's Timebug or Clockspinning or Pull from Eternity suspended cards are by definition in the exile zone and I'm not aware of any global effects that affect exile (actually Conspiracy , Painter's Servant and Mycosynth Lattice would)

This question is a bit vague, when you suspend a card it's put into exile. Effects that affect spells/abilities on the stack or permanents on the battlefield won't affect cards in exile.

A suspend zone could created replace the shifty excile zone
and the excile zone could be used for actual cards removed from the game

Exile (and "removed from the game" before) is (and was) basically a holding area for cards waiting to return to a more accessible zone. It's just that sometimes going there is a one-way ticket.
I'm a Rules Advisor now  "Simple questions" usually need rather complex answers, while complex questions often come down to no more than a simple "yes" or "no". Some of my favorite Flavor texts:

The Exile zone is a "set aside" zone. It gets "set aside forever" cards and also "set aside temporarily" cards.

unfortuately, the suspend mechanic already exist
I looked up suspend in the thesaurs
and I couldn't find a word for the temporary zone.
