that makes sense

I thought somehow a paired Navigator behaved differently from another creature paired with the Navigator

Just for kicks, would kraj have the level up ability? It looks like an activated ability

I'm pretty sure this is wrong.  Kraj does not gain static abilities.  (even if that static ability grants an activated ability)

This is why Kraj can not gain the ability from Deadeye, it's static, not activated.

Kraj can gain the ability from the creature paired with Deadeye. (assuming it has a +1/+1 counter)

You're right that Kraj doesn't gain static abilities, and I didn't say he dd.

I said Kraj gains the activated ability from the Navigator as long as the Navigator is paired with something (and has a counter on it).

While the Navigator is paired, it has two abilities. One is a static ability: "As long as Deadeye Navigator is paired with another creature, each of those creatures has '1Blue: Exile this creature, then return it to the battlefield under your control.'" 

The other is the activated ability it granted to itself: "1Blue: Exile this creature, then return it to the battlefield under your control."

And the latter is the ability Kraj gains.

Yes, the activated ability is granted by a static ability, but that doesn't mean it doesn't have an activated ability for Kraj to gain.

Same thing for the Brimstone Mage. It only gains an activated ability from its own static ability, but once it gains that ability, it has an activated ability which Kraj can gain in Layer 6.

As long as Deadeye Navigator is paired with another creature, each of those creatures has "1Blue: Exile this creature, then return it to the battlefield under your control."

While paired, Deadeye will have the activated ability granted by its own static ability.

Kraj can gain that granted activated ability just like Kraj can gain the activated ability granted by Viridian Longbow

Navigator's static ability grants an activated ability; Kraj can copy it.

Kraj would also get the ability if the +1/+1 counter were on Navigator itself; Navigator grants that ability BOTH to itself and its paired creature.
