I don't really like this cipher spell.  Most of the time it's a sorcery speed Inspiration that you have to play before attacks.  Not really what I want in a draw spell.

I think I would've been inclined to go 1.5 as well, but after reading Matt's puremtgo.com article I'm inclined to go higher. I won't until I test it.
Limited Guidelines:

5.0: I will take this card no matter what: Pack Rat
4.5: Bomb and/or splashable creature or removal: Aetherling
4.0: Excellent first pick first pack, will sway me into same colors: Advent of the Wurm
3.5: Excellent first pack pick two, will confirm colors or possibly sway into second color. Gaze of Granite
3.0: Good in-color addition, or splashable removal/creature: Ascended Lawmage
2.5: Solid pick in-color: Bronzebeak Moa
2.0: Creatures 10-16; removal 6-7. Haazda Snare Squad
1.5: My 23rd or 22nd card, depending on removal. Wake the Reflections )
1.0: 23rd card if I don't maindeck an additional land: Murmuring Phantasm
0.5: This card will sometimes be sideboarded in: Uncovered Clues
0.0: I will shred this card for counters: Possibility Storm

2.5, Either you get 3 or more cards for 4 or your opponent is throwing removal at tiny evasive dude for a loss of CA. I don't want to run more than 2 of them, but they are a solid card that can really help a Dimir deck draw into the removal/counters it needs.

I think this has to be at least a 2.0. It's generally a 4 CMC Divination the turn you cast it, and then gets insanely good in a hurry if it sticks.

What bobus said. If you hit with it twice you are coming out ahead. Probably wouldn't ever run more than one though. 2.0

I've used it and seen in action.  At the current, it is one of the "core" three Ciphers from what I've seen (The other two are Call of the Nightwing and Hands).  The CA from it goes from passable(2 cards for 4 cmc usually), to amazing (Aything beyond that).  That said, I'd only include one or maybe 2, so I'll give it 2-2.5.  It generally will wheel and you'll have plenty of chances to pick one up, so its not really extremely important.

The problem with cards like these is that, if you build your deck in such a way that it can use cipher effectively, it won't be built in a way that it wants to run draw spells.
I don't have an egosig because I'd rather my ideas be judged on their merits than on mine.

I don't think there is a "cipher deck".
I think the good dimir deck runs cheap evaders, a couple of blockers perhaps, lots of removal / disruption, and a few key ciphers to put things away. The preferred common ciphers being hands of binding for board control and shadow slice to end the game out of nowhere.
