So when someone casts a spell, you get a chance to counter it Flusterstorm

What's the point of having storm on a counterspell.  Isn't there only one target that you can counter?  If someone casts a spell it resolves then they cast another one right?

it's to either counter other Storm cards or maybe cancel a big spell of their after they spent some spells ramping into it
besides, it is not a hard counter, they have to pay for each copy of Flusterstorm

worst case: it's a cheaper Rune Snag

All of your copies of Flusterstorm can target the same spell, they would have to pay 1 per copy of Flusterstorm.

It is also handy against other spells with Storm.

I feel like the biggest question hasn't been answered, here.

No. A spell only resolves when all players choose not to respond to it. Provided the spells are instants or have flash, players may cast as many spells as they can afford to before anything resolves, provided nothing is preventing them from casting more .
