A cost of 3CC isn't strictly easier to pay than a cost of 3CD. Needing multiple colors is a drawback, but needing a stronger dedication to monocolor is also drawback. In the case of Scarwood Goblins . though, it's the difference between the 1C of the usual Grizzly Bears and CD, for no extra benefit. Also bizarre about the Scarwood Goblins is the proto-reminder text (used only for three multicolor cards of The Dark), the use of the plural (despite the art blatantly showing a single Goblin), and the reversed color order (which admittedly wasn't really standardized yet).

This card was fine back in the day. Because back then you had things like Gray Ogre and Raging Bull running around. So being a 2/2 for 2 mana was fine.
