Flight until end of turn is usually too weak to go up to the rare rarity (it'd be common or uncommon). Giving this to green would meen that situations like: "I cast Aerial Maneuver on Risen Sanctuary . -Ok, I can't block, that's 9 damage. -I cast Aerial Maneuver on Risen Sanctuary . -I'm dead." would come too often in limited. Green fatties are usually already sufficient to get through opposing defences. There's no need to make them hard to block in addition.

Okay, see, here's the argument: Flying is good in limited. Green getting flying in limited is potentially dangerous, because their creatures are really large. When white is attacking you with an assault griffing for 3 damage a turn, you still have quite some time. When green behemoths a 6/6 in the air, you're dying pretty fast. The argument isn't "urp durp flying fatties are broken", it's "in limited, green's fliers would be too big at too low of a rarity"
I'm not necessarily saying that it's true, but Shivan Dragon doesn't have anything to do with the discussion, because it's a rare. If your problem is that green doesn't have easy access to flying on lower rarities, then the topic above is relevant.
