If my opponent has turned gideon into a creature can i tragic slip?
related question
If gideon is a creature and i use a creature ability to turn him into a defender will my effect fall off when he reverts or will it be there everytime he changes from planeswalker to creature?

depends on the wording of the creature ability

you can use Tragic Slip on Gideon Xathrid Gorgon 's counter will remain on Gideon and it will stop its loyalty abilities from being activated, so he can't turn back into a creature if you mean another card, please specify

correct, loyalty abilities are activated abilities

The counter is irrelevant actually, it's just a reminder, it doesn't have any effect at all. No matter if it stays on, or is removed, or was never put there, the effect from the resolution of the Gorgon's ability is what's keeping the permanent from using its activated abilities, not the counter.
I'm a Rules Advisor now  "Simple questions" usually need rather complex answers, while complex questions often come down to no more than a simple "yes" or "no". Some of my favorite Flavor texts:
