When could I cast a card that's both an Instant and a Sorcery? The restriction for casting a sorcery would still apply, right? I would only be able to cast this on my main phase when the stack's empty?

I'd say Instant "wins" just like Flash "wins"
I'd vote Instant timing as well since the ability/effect would be a extremely niche bordering on pointless if it had to retain the non-instant timing.
Although, you can also make the case that if you wanted to cast a non-instant spell at instant timing, why bother reinventing the wheel when you could just slap Flash on it. Since we're creating a whole new ability, it should have a different effect.

304.1. A player who has priority may cast an instant card from his or her hand. Casting an instant as a spell uses the stack. (See rule 601, "Casting Spells.")
307.1. A player who has priority may cast a sorcery card from his or her hand during a main phase of his or her turn when the stack is empty. Casting a sorcery as a spell uses the stack. (See rule 601, "Casting Spells.")
The rules for sorceries specify when you may cast them. The rules for instants provide broader permission to cast them. There is no contradiction here. You can cast an Instant Sorcery any time you could cast an Instant.

I was looking at sorcery timing as a restriction, rather than an absence of permission. I guess I have to add text to my custom card (it would be pretty broken if you could EOT it).

You could perhaps give it....... Generic sorcery #671  Sorcery Flash Draw a card. Or something to that effect, but I'd really think instant would overrule.

I currently run a deck for Standard, Modern, Commander and Legacy. For standard, I have a typical, horribly budget Rakdos Deck Wins. For Modern, I have a very lovable mono-green, resistant to removal type of deck. For Legacy, I'm trying too hard to break Pyromancer Ascension . For Commander/EDH, I'm running The Mimeoplasm . A little morals thing about me, I like winning through combos, but not infinitely.
However quiet, I am a Christian, so feel free to tell me you are too, it's always a relief.Cheers!
